To my mind, if the goal of Kechari is, as Yoganandaji says, to withdraw the life-current and unite consciousness with Spirit, then it would not matter whether tongue is placed in Kechari during or after the practice of Kriyas. Reason being that the pranayam magnetizes the spine and causes the life-current to flow upward and Kechari acts as a connecting point. So whether the prana is made to flow upward before or during making the connection with Kechari the effect once Kechari is performed is the same.
