Naming it is not necessary. The basic action is described, although end points may differ (uvula, nasal passages, etc.) Just like in Maha Mudra, jalandhar bandha is not named (nor is it even implied that there is a bandha), but it is described. One could in fact call the action described of "turning the tongue back to ******" as a mudra itself, although it is not described in the Lessons as such.

What if someone turns their tongue back and voila! they touch their uvula... are they not then "clearly" practicing kechari, by the standard you set forth? You are just distinguishing varying endpoints to the process...uvula, above the soft palate...but there is only one way to get there. Although I will grant you, until one reaches the uvula or beyond, the practice is usually referred to in Yoga Science as nabho mudra.
