Not exactly. Every business venture's or tv show's biggest risk is starting up at all. The time to take your best shots is the begining not three months later. In a story arc you have to save something to build up tension. But, each individual tv story in a series whether it's part of an arc or not has to get people talking about the show or more people won't watch. And once the season has gone on so long, habits are set and it's harder to gain new viewers than it is to lose the ones you already have. As witnessed here, it's taken a long time to get people actually discussing the individual Firefly episodes very much. You can't blame that on FOX. I don't want to be too accusatory of Joss, but at some point you have to say the first part of the Firefly season (regardless of the order in which it was shown) didn't reflect the level of brilliance we're used to in an ME product. Taking risks now to correct that, has problems as stated in posts all over this thread.

This past episode has certainly gotten people talking. But will it be enough to get more watching? We can only hope so.
