You're certainly right, that Clancy is the source of the 'popularity' of the phrase among the reading public. When I read The Hunt for the Red October I immediately thought, the submariners had stolen the phrase from the air force, ultimately from the World War II German air force. Since making hard, seemingly erratic turns was nothing at all new in antisubmarine operations during the cold war(witness 'zigzagging' British and American convoys in WWII) I have doubts the phrase really originated with the subs. But, I definitely could be wrong, so thanks for bringing up the alternative.
