I'll throw out perhaps the easiest to come by explanation --River is an example of secret human experimentation to be used for some government agency's (not necessarily associated with the official Alliance government) surveillance capabilities.

Of course, I just came up with that off the top of my head. I really just wanted to see what you all thought that the HoB's want, because if they're going to traipse about the universe in (what I conceive as being unfashionable) blue gloves and sticks of painful death, they've got to have some motivation that has probably more meaning than: "recapture River." In other words, "recapturing River" is part of their method, but not their objective -- so what is this objective?
