Yes, that's a favorite filler of marginal journalists. I'd personally like to see a ban on the "...not since..." phrase when used for any time period less than ten years for anything in sports reporting. You hear nonsense like 'This team hasn't won the championship since the season before last.' Gee, like they had hundreds of opportunities.

It's lousy writing, right up there with stuff I hear on the local news like 'subterranean cave' (Where else are going to put it?), 'a semi truck' (It's a semi which comes from 'semitrailer', a truck, or a tractor-trailer. It's not half a truck!), and 'held on bond' (You don't get a bond so you can stay in jail! You're let out on bond. You're held in lieu of bond!)
