Congressional Plan
*Reconstructional BIll
-tennessee would be remitted b/c of rattifing the 14th amendment
-made ten COnfederate states into 5 military districts
-to be readmitted would have to have goernment approve of new state constitution
-7 of 10 obeyed but some held out for awhile
*15th Admenment
-forbade state/federal government to deny suffrage to any citizen based on race
*TENURE OF OFFICE ACT
-forbade the president to remove civil officals
*ARMY ACT
-president could not issue military orders except through General Grant

-the courts would not except cases based on reconstruction issue
