Reconstruction Governments
-1/4 of whit males were excluded from voting of holding office
-this let black voters the majorities in south carolina,mississippi,and louisiana
-gov. lifted most sufferage restrictions and nearly all white males couls vote
-Republicans only had control b/c support from soouthern whites
*"SCALAWAGS"
-name for southern white Republicans
-planters,businessmen or farmers intrested in economic development
-northern men served as republican leaders in the south
-critics refered to to them as "carpetbsggers"
*CARPETBAGGERS
-came with possessions in a bag made out of carpet
-usually they were well-educated from middle-class,many doctors,lawyers, and teachers
-looked to the south as new frontier which was better then the west
*Freemen
-colored convention to chart thier future
-blacks played a significant role in politics in the reconstruction of the south
-1869 between 1901 20 blacks served in House and 2 in Senate and also in legislature and other state offices

*SOUTH EXPENSES
-office holders spending money a lot
- after the Reconstruction south still was in debt
-they needed:public education and work programs, poor relief
-they was also positive and permanent accomplishments
