I. Issues of Reconstruction
A. republican victories of 1860 and 1864
i. due to the division of the democratic party and the removal of the south from the electorate
B. Readmitting the South
i. many northerners had feared for their newfound government programs (the government was able to admit new republic programs due to the lack of southern(democratic) influence in congress)
a. new northern nationalistic economic legislation
- railroad subsidies
- protective tariffs
- banking and currency reforms
among other measures to benefit northern business
b. northerners believed the south should be punished in some way
- they also believed the south should be made more urban like the north
C. Conservative and Radical Republicans
i. conservatives
a. believed the south should accept abolition, but did not propose other conditions for readmission
ii. Radicals
a. leaders: Thaddeus Stevens(Penn) and Sen. Charles Sumner(mass)
b. wanted the civil and military leaders to be punished, wanted large numbers of southern whites to be disenfranchised, wanted the legal rights of blacks be protected, and wanted the property of wealthy white confederates be confiscated and distributed among the free men
-many even wanted black suffrage
