1. Poverty and crowding lead to crime
a. most was non-violent
b. some was dangerous
i. murder rate rapidly increased
2. Americans blames immigrants but all ethnic groups committed crimes
3. cities developed better police forces
a. police often treated other ethnic groups unfairly
4. attorneys and prosecutors became more important in city life
