A. The war with Spain proved that the American military had problems with supply, training, and coordination.
B. After the war, McKinley appointed Elihu Root (lawyer) as secretary of war
1. Between 1900 and 1903, Root created a new military system
C. Root’s Military Reforms
1. enlarged the military from 25,000 to 100,000
2. established federal army standards
3. created a system of officer training schools
4. a general staff, called the Joint Chiefs of Staff, was established to act as military advisers to the secretary of war
5. as a result of the reforms, the U.S. began the twentieth century with a somewhat modern military system
