I too have a Dell Latitude and am experiencing similar problems! Try My Computer/Control Panel/Display/Settings then click the 'Advanced' tab, click on 'Display' and switch the TV on, then click 'Apply' You should get a picture.

Mine picture is Black & White - I cant get a colour picture! Please let me know if you get colour. (I suspect the S-Video cable may be causing degredation - it is only 4 pin whereas the TV out is 7 pin) Maybe I have to get a better one.
