You are correct. Initiative is learned and it is learned form the parents. Good parents make good students and all the good teachers in the world can not overcome bad parents. Parents must be held responsible.

Holding teachers responsible for the makeup of ther class is wrong. Holding teachers responsible for what they do with a class is what should be done but school administrators must help by keepping disruptive students out of the class.

Shools should be properly funded but that is not the problem today. The problem is how the money is spent. Far to little is spent in the class room.
