First, the survey that you suggest would not tell us anything. Most would say that they are poor because something outside their control. Howvever, studies have been done and they show that people make choices that determine economic status. Choices about education and what we spend our money on have a lot to do with where we are.

I'm not sure where you come with the term "minor" government intervention since we have spent over 5 trillion dollars on the war on poverty.

Prior to 1965 it was solely in the hands of charitable organizations according to all that I have read things are no better today afteer spending 5 trillion dollars.

There things like national defense that we must have government for but everything else should be left to the individual.
