Susan, been there done that. Something you might try before doing all that might be to put a siphon down to the bottom of the tank and pump it out until you get good gas (without water)then put a GOOD Raycor type filter into the system. It just might work and save a lot and if it doesn't you aren't out much.
Remember, when you store your boat, always either empty out the gas tank or fill it up completely. When a tank is only partially full it can develop condensation. Hope this helps.
