There is nothing to "cope with". Give the scrutineers some credit. If you think about what a 4 dance-event with a qualifying round is:

- a regular 4 dance event with 50 couples
- another 4 dance event with 25 couples

The only thing the scrutineer has to be able to do is figure out who was *not* recalled from the 1st round and enter those 25 numbers into a new event.

It's hardly rocket science, and no more difficult than a repechage round. If you're really lazy you recall the 1st div. QF and then say everyone who was not in this is now dancing in 2nd div QF (and enter numbers as people are marked, like it happens in any number of events...

Anyway, this is not going to be a significant problem for a vaguely intelligent scrutineer...
