Hollywood ballroom is always rubbish by competitive standards. EVEN Fred & Ginger had no structure to their hold whatsoever, zero body contact and no movement from the mid-line at all.

The only people who have ever danced like ballroom competitors are ballroom competitors. Face it, it looks rigid and false. Fine, on a comp floor it looks great, and nothing can beat it, but elsewhere it is totally unnatural.

It's not just heads; its the entier shoulder-line. There's no point in trying to put your head in place if there's no structure to the shoulders. You just look like someone at the bus queue who's nodded off!

Why do we do it? It looks good, from the limited scope of within ballroom, and certainly better than any of the alternatives. When does a balloon look best - when it's inflated and round, or when it's half-full and amorphous? (*please* don't take this thought any further).
