I believe (this is my interpretation of it) that the head contributes to posture, and helps maintain the common centre. If partners looked at each other, that would lead to a weakening of the left side, and the connection would go.

And it is this connection and common partner that allows leading and following, speed, rotation, distance, etc. which are the essential characteristics of ballroom dancing - it is the characterisation of the dance by the couple as one unit, not the interaction of two dancers with each other, as it is in hollywood films.
