This does come back to the problem about the proposal not being on the agenda...I was asked to prepare a report responding to the agenda items. Had I had warning that such a proposal might be discussed at the meeting, I would have prepared a response to that, too.

The number of posts suggests this warrants further discussion at the next meeting. I will certainly prepare a proposal to submit via my rep, now that I have some intimation that this is necessary.
