It is a difficult matter, but there needs to be room for amendments to be proposed and amended at the meeting in light of the discussion. What was clear at the meeting is that we were agreed that the amount of time taken up by offbeat should be reduced, but that the qualifying idea was not popular. Hence this suggestion as a suitable alternative.
Of course, it might all have been sorted out a lot earlier if the objections to initial proposal had been put on the board rather than saved up until the meeting. That could have led to a better proposal further in advance. I take it from the posts that there is a body of people (though how representative they are is difficult to ascertain) that disagrees with the consensus at the meeting that 1:45 was long enough to put together a decent offbeat. I don't know whether that's true or not. There do seem to me to be a number of offbeats that would not be much poorer for being half the length.
And however good offbeat may be, I wonder, as I say in the discussion on 1.1.1, what role offbeat should have at IVDC. Certainly not none, but possibly not as prominent as it currently does.
