I would put an extremely large quantity of money on the fact that in a years time, should these proposals go through, there will be as much, if not more, bad feeling about the rules and how people have interpreted them, and the ways in which loopholes exist.

Look at costuming. People tried to add more and more rules for years and it made NO difference AT ALL to the bad feeling. The only thing that has improved the situation at all was removing restrictions in Advanced.

Its a pretty clear lesson from any central organisation that more rules and red tape NEVER help.
