I don't want to make a big fuss out of what was an idle wondering. Having said that...

a) At least one member of the current IVDA exec was present at the Spring '02 meeting when the grants were reviewed. Plus the minutes of both Aut01/Spr02 are quite clear (this is why we keep minutes...)

b) Since the money was constitutionally not allowed to exist (1.5.12) and the grants were subtracted from the relevant total entry fees (covered by 2.11.4 - "fees...shall be set by the exec") I see no problem constitutionally. Plus the idea of travel grants was presented at a GCM and was unanimously accepted in advance.
