The California emissions canister is a enviromental mistake, it reduces your MPG, makes it hard to start on morning below 40F and causes back firing. Removing it well require having a drill or dremel tool to remove the screw heads on the canister at the frame. They have a loc-tite compond on them that causes the head to twist or strip out.
There are mounting screws are inside the filter housing, these are the ones that strip. The pipes that run to the exhaust need to be cut with a pipe cutter, a cheap one from the hardware store well work, or use a hack saw ( messy). To plug them, you can use a soda can to cut a piece of metal from , make a cone and insert into the pipe. Use a muffler repair compound( about $2) or Liquid metal to fill. You also need to connect the two carbs together with the rubber line that was attached to the emissions canister. One carb has a rubber line plugged the other has the emmissions. Make a loop to make it easier to connect. Use the cap screws to replace the screws on the Air Cleaner mounting brackets.
