Skin is down there is the 5th Circuit, where I am not sure they even keep track my race.

Here, they do ask for a self-ID, but that does not keep tracks of ndns for reasons I mention elsewhere on this thread.

The retention programs here are not minority targeted, but they do serve a lot of minority kids.

Black kids from the inner city of Indianapolis and Gary have had as tough a row to hoe as any of our kids. Hell, I'd rather be a poor Indian kid with an intact community than a poor black kid with no functioning parents.
