I think it may have moreso been people's differing expectation on what the petition did. I really do think that most thought signing it was the 'end'...not some further follow up. That felt like more of an afterthought.

I've found it's at a crux. Just before or just after the high or the low. In the Peace and Tolerance fora I host by far the busiest time was just before we invaded Iraq...after a while the traffic slowed.
