The ICC have a duty to develop the game worldwide which needs to be balanced with providing a festival of cricket every four years. For what it is worth, I think that the idea of a pan-African tournament was actually an important step in the development of the game globally, but events have conspired to make, depending on your opinion, the ICC or regimes or teams, look foolish. But don't criticise the ICC for trying.

30 years ago, there were joke one sided games in every football World Cup but FIFA realised that to globalise the game the wee guys have to get to the party and the ICC are, belatedly, doing the same and should be commended for it in my opinion.

Maybe because we play League cricket we shouldn't be allowed to compete in the SCC to avoid pretty talented outfits (not us) playing one sided games against pub teams (us). But that would rob us of an annual opportunity to test ourselves against better opposition and to give a chance, just a chance of a victory we will all remember for a very long time (Are you reading this Fochabers?) [remember Boroughmuir]

I also don't think that you can't blame the ICC for the fact the tourney could be a damp squib because of the fact the Aussies invested in youth before anyone else and now are reaping the benefits of that. They are not bigger favourites than Arsenal in the FA Cup, thats just sport.
