Subject: Thinkpad won't start

Where should I begin to look for this fault? My IBM Thinkpad 390E won't start. When I plug in the power, there's a yellow light, but the on-off switch doesn't seem to do anything at all. No fan noise, no nothing.

I got it second hand and have only had it a short time, so could there be some sort of lock or hold that I've inadvertently put on? If it's not that, where do I begin?
