A couple of thoughts on your problem:

Solution 1:
When you boot up the computer, go into the bios and look for your boot device list. Make sure that the CD-Rom drive is the primary boot device. Save settings and reboot.

Why it should work:
Usually most older computers have the floppy drive as the primary boot device, and the hard drive as the secondary device. When the comp loads and finds the hard drive empty, it treats the hard drive just like a blank floppy and stops, asks you to put in a system disk.

Solution 2:
If the CD-Rom isn't a choice in your boot list, then you'll need to use a desktop computer to create a bootable floppy for an install. I haven't done this in awhile, so I'm not exactly sure, but you may have to do a fake install (run the install program but don't actually install) to create a bootable floppy with the CD-Rom drives on it. Then put that floppy into the laptop and load from there.
