that is a mock up pic. it is future-tense, a rendition meant to look like the real mccoy. the entire city must know a hazardous high-rise would not be allowed in a traffic zone and also must know the superimposed giant creature is not real. The world knows there is not a 60 ft giant lava lamp in the world today.
