 It seems to me that Buddy was showing Norman that he (Buddy) was now in control of things and he would do what he liked with his songs, including giving them away and keeping Norman's name off them.
I doubt very much that Norman gave the song to Curtis after Buddy's death - if Norman were to give the song to anyone it would have been to Norman!
