I first heard it used that way in around 1984.
I love the scene in Lethal Weapon 3 when Murtaugh hears it for the first time, and immediately tries to bond with his son using it...naturally, he sounds like someone from a different planet than the kids...

As for the drug references, "horse" goes back at least as far as "smack." China white is a specific type of heroin. A friend of mine ruined her mind, her talent, her incredibly abundant physical beauty and several other aspects of her life mainlining china white. They even started calling her "China." She and I used to talk all the time, and boyoboy did I want to go out with her...! Then, I didn't see her for about two years. She turned up at a party, and I didn't even recognize her. I was talking to her face to face, and had no earthly idea who she was--that's how much her features had changed. It wasn't until she started talking about a photo project we had both been involved in that I knew who she used to be.
