Sounds EXACTLY like Calvin from Calvin and Hobbes. Once he made a bunch of snowmen then acted as if he was terrorizing a town. In another strip he built a bunch of sand sculptures right where the tide hits and called it "Stupidopolis - Thriving coastal city" and laughed in delight as the "town" was flattened by the tide.
