The way that I understand it, the writers really weren't sure that Mr. Elliot would be coming back as he hadn't signed on for the 9th season when production was going on. So, they gave themselves some options as to how to write Harm out of the show. Now that he's staying I was pretty sure that he would be in the doghouse and out of JAG for the first couple of episodes or maybe the first part of the season but is he joining the CIA? I won't see the episode until my mom sends it to me so I'm clueless. They'll find some way to get him back into JAG. I hope.
