both phpbb and invision are free, invision seems to have the most options but is still fairly limited due to being free software.. neither are overly difficult to use even if you've had no experience with php database driven forums before.
If you're looking at paying for a licnese/support, I'd say vbulletin and it won't break the bank at $200 for an owned license last I looked, however again my personal opinion is that earlier versions of vb look far better than later ones... Though that is simply cosmetic and Im sure it wont be long before someone comes up with a really great *early* skin for the new vb.
