I certainly understand this situation, as I had a difficult time with my husband when I was considering costly dental treatment.

I just have a question for you...did your wife plan on putting the entire ortho treatment on the flex account? I know that there is a cap on the amount that you can put into that account. Orthodontists usually have a payment plan and it usually involves a down payment followed by monthly payments. Is it possible that you start this thing soon, not having the downpayment reimbursed by your flex account, but having the majority of the rest of the payments covered by it? (Ie.You don't put in to get reimbursed for the downpayment, but come January, you start getting reimbursed by the flex account for your monthly payments.) You undoubtedly have other medical expenses as well. Would those expenses plus a year's worth of monthly ortho payments equal or exceed the amount allowed for the flex account?
