yess and no. For rotations often the answer is yes, But dont forget the tighter the ligature the more friction you have so the less sliding you have. So in some cases the looser it is the faster the movement. This is one of the reason self ligating brackets more teeth so quicxkly. FOr stubborn things like rottions and when they are trying to get the final finishing movemants on teeth they will often tighten the wire down into the bracket.
