Yes, but can we say that Regina's children were neglected? I understand that she had to leave them alone because she worked a lot and not because she did not love her children and did not want to take care of them.

Maybe Regina felt guilty
later on, when it was already too late? The action in
front of the White house was her way to show her son
how much she loved him.

I think she really wanted to help him and chose an unusual way for that. And whatever you say, her action worked out.

We know what Fischer thought
of those actions.

Maybe some people laughed at him because of Regina's behaviour and that was the reason of his reaction.
