I've heard rumours that the ground move is off and that Skem will have to return to Whitemoss Park. Is this true?

I know that the council has delayed its decision, but if the plans have fallen through, or they do fall through, will Skem have options? Looking at the state of Whitemoss Park, would we be able to return?
