You have mentioned three plausible reasons for Star's success. 1, the seven years of effort (followed by the last two years of consistency since Mikey took over), 2, its competition doing pretty poorly, and 3, Star's R&R reporting status (monitored).

But I think you should recognize the fact that Star simply panders to the local market. It plays very basic, mass-appeal music. They do the basics pretty well. KISN may have flashy "major market" imaging, but Star doesn't pretend to be something its not.
