I read somewhere that Arbitron has a hard time trying to credit stations, when people write in "Disco" in the station name category, but they give credit to someone 99% of the time.

Therefore, 98.3 to the unsuspecting listener is just some station that's there. When ZHT/Power slows down the flip for a few minutes here and there. They don't ever listen long enough to figure out what it is, but they have a preset to it on the radio anyway.
