Could VFX be secretely showing up in the ratings?

In the last two books, KARB-FM has appeared in the ratings, with a very small share.

KARB is at 98.3 in I think Price, UT.

So, John Doe listens to VFX, fills out his Arbitron Diary:

TUESDAY
9:30-10:30 94.9
10:30-11:00 100.3
3:00-5:00 98.3

Some arb employee sees "98.3" written and assumes that it's KARB, and doesn't think to see if it's the translator for VFX.

Any ideas? I think that could be it.
Are you saying there are "more KARB listeners" than VFX listeners? Otherwise VFX would show up.
