France faces a challenge in EMV migration due to its existing chip-and-PIN system, BO', but CB (Groupement Cartes Bancaires), the majority issuer, will start with stage one EMV, which will reside on a card beside the BO' function. Although French chip cards will carry three applications, EMV, BO' and the e-purse, Moneo, analysts warn that USD 6 billion in potential fraud may result from this form of migration. ------------------------------------------------------------ CB expects to issue its first EMV cards between now and end-2002, and to have all merchants upgraded by 2003, while Germany's DaimlerChrysler Bank has issued the country's first EMV payment card. The UK is most advanced in EMV migration, with live acquiring now taking place via POS, and ATMs due to be compliant by Q2 2003. Bank of Scotland, however, had to recall thousands of MasterCard chip cards that were rejected at terminals supplied via HSBC. EMV is advancing in various stages in Belgium, Italy, Spain, Slovakia, Sweden, Denmark, Austria and Portugal, but rollout is fragmented in some countries. ----------------------------------------------------------- North America "is adopting a piecemeal approach to EMV migration", Transaction reports, since "as in Spain and Portugal, only the major issuers and acquirers are putting EMV compliant solutions in place". South Africa's banks have a timetable for migration, with the aim of upgrading 15 per cent of the POS infrastructure to EMV by end-2002, rising to 60 per cent by end-2003. While banks in the Middle East will have to upgrade or replace legacy systems for EMV, MasterCard's Christophe Zehnacker expects over half of all European payment cards and 50 per cent of acquiring systems to be EMV-compliant by 2005.
