Change Order #39: Phase I Fleet Retrofit for Power Management and Smart Cradle

In January, this Committee authorized Change Order #34, which implements improvements to our current on-board equipment. Improvements include a new power management system that turns equipment on and off when the vehicle’s ignition is switched, and a "smart cradle" that allows the equipment to be swapped in the field more quickly and easily. MTC and operator staffs agreed during the design process that the power management and smart cradle upgrades are among the highest priority system changes and need to be developed prior to manufacture and delivery of the equipment for Phase II. Motorola and its subcontractor, ERG, has designed and implemented these changes under Change Order #34 and will be installing them as part of the Phase II equipment deployment.

However, the current Phase I fleet, consisting of 344 vehicles, also needs these new features to be installed prior to implementation of Phase II. Change Order #39 would authorize Motorola to retrofit the current TransLink® fleet with the power management and smart cradle upgrades in advance of the Phase II rollout. Execution of this Change Order will shorten the Phase II deployment schedule by permitting installation work on the current Phase I fleet to proceed while we are awaiting delivery of equipment for the balance of the Phase II vehicles. The cost of Change Order #39 is estimated to be $736,902, which includes a five percent contingency. Funding for this change order is included in the TransLink® capital budget approved by this Committee in March 2003.

Change Order #40: BART Faregate Integration

In October 2002, BART and MTC executive management selected an integration strategy and directed BART’s fare collection equipment vendor and Motorola/ERG to develop a joint schedule, faregate integration plan, and detailed cost estimates. In February 2003, this Committee approved Change Order #26, which directed Motorola/ERG to work with BART’s vendor to execute a "proof-of-concept", the first step in the faregate integration plan. The proof-of-concept successfully demonstrated that a typical TransLink® transaction can be performed using the selected architecture.

Specific tasks necessary to accomplish the remaining integration work include development of software to perform fare calculations within the faregate; an interface between the BART Data Acquisition System and the TransLink® Central System in order to upload transaction data; and an interface between the TransLink® Central System and BART to download configuration data. Per the joint schedule, the target date for completing this integration work is the end of 2004.

BART and MTC are negotiating with our respective contractors the change orders necessary to complete the faregate integration. Because BART faregate integration is on the critical path for full roll-out of the TransLink® system, staff requests that this Committee authorize an interim Change Order #40, in the amount of $150,000, to allow the TransLink® contractor to continue their technical work in support of the faregate integration. Funding for this change order is included in the TransLink® capital budget approved by this Committee in March 2003.

We recommend that this Committee authorize the Executive Director or his designee to negotiate and enter into the following Change Orders for the TransLink® implementation contract with Motorola, Inc., as described herein:
