The replacement of paper ID cards for 6.9 million residents of the city, now a part of China, is expected to take four years. The government began issuing smart cards to new arrivals, children eligible for a juvenile ID card on reaching age 11, 18-year-olds eligible for an adult ID, individuals applying for replacement cards and those changing data on their ID cards. The smart cards carry a fingerprint biometric and are intended to deter illegal immigration. Hong Kong is also offering a free digital certificate, hoping to encourage citizens to file tax returns online using the smart card-based credentials for authentication. Replacement of ID cards for other Hong Kong residents is scheduled to begin in August, with residents receiving the new ID card based on the year of their birth.
