The Federal Identity and Credentialing Committee (FICC) wrote the guidelines to establish a common federal ID card that could be used both for physical access to offices and for logical access to computer systems. The card could be used across federal agencies, but individual agencies would issue and manage their own cards. The FICC guidelines are important because they "could mean lower costs and new applications, says Randy Vanderhoof, executive director of the Smart Card Alliance, an industry trade organization. "This is the roadway to add more functions and capabilities" to ID cards. The U.S. Department of Defense has issued some 4.3 million smart card IDs, called Common Access Cards. While that is by far the largest U.S. government smart card project, many other agencies are in various stages of their own chip card deployments.
