Natural subdivisions of the urban area, due to the St. Lawrence River and two other small rivers, have led to the construction of a freeway system with a network of 22 bridges. The area includes 17 regional and 120 local municipal governments. Mass transit services are provided by three transit corporations and 19 inter-municipal transit councils. ELEMENTS LEADING TO THE CREATION OF A REGIONAL TRANSIT AGENCY. In 1994, the transportation sector accounted for 27% of total energy consumption and 37% of CO2 emissions in Quebec. Although vehicle efficiencies had improved, parallel increases in automobile use nullified any benefits and only worsened congestion on bridge networks in the Montreal area. Meanwhile, existing mass transit organizations were suffering institutional and financial problems. These included lack of regional planning, and regional facilities being funded locally. A regional mass transit agency was created to address these challenges. L'Agence métropolitaine de transport (AMT). AMT is directly responsible for planning, coordinating, integrating and promoting mass transit services (bus, subway, commuter train and para transit) in the Montreal Metropolitan Area. It is managed by a five member Board of Directors, with a staff of 21 employees. Financing for AMT is provided in part by a gas tax (1.5˘ per litre), a surcharge on vehicle registration (CAN$30) and a municipal tax (1˘ per $100 property evaluation). ACHIEVEMENTS AND RESULTS. Beginning in 1995, AMT provided greater equity in the financing of transit facilities and services. It also produced a regional mass transit development plan. Since 1995, AMT has constructed bus terminals and park and ride facilities, and has put in place new reserved bus lanes. It also implemented an integrated fare system based on zones, and has initiated a para transit integration project.
