Keycorp to supply MULTOS cards for Hong Kong ID card project
Australia’s Keycorp is to supply smart ID cards running on the MULTOS operating system for Hong Kong’s new ID card scheme.The Hong Kong Immigration Department plans to begin issuing new cards in the middle of 2003, and to begin the replacement of existing ID cards a few months later.
Keycorp is a member of a consortium led by PCCW Business e-Solutions (a subsidiary of Pacific Century CyberWorks), which has won the HK$163 million ID card contract. The consortium will provide 1.2 million smart cards, and the associated systems, software and hardware, for the new Smart Identity Card System (SMARTICS).Consortium leader PCCW is a major provider of fixed line, mobile phone and Internet access services in Hong Kong. The group is also a major shareholder in SecureNet Asia, a trust systems and security provider, which is another consortium member.
Alongside Keycorp, PCCW and SecureNet Asia, the other partners in the consortium are: ACI Worldwide (back office processing) and Cogent Systems (biometric identification) from the US; Mondex International (pioneers of digital money) from the UK; and Trub (security printers) from Switzerland.

Identity cards have been in use in Hong Kong (population 6.8 million) since 1949; the new smart card, which forms the basis of the planned SMARTICS system, will replace the current laminated plastic photo ID card. It will be held by adults and may eventually carry basic medical data.

Deputy Director of Immigration Wong Tat-po, who is in charge of the smart ID card project, said that 11 proposals were received when public tenders for the project closed in September 2001.

Wong said that the international consortium led by Hong Kong’s PCCW Business e-Solutions was chosen because it had a good mix of local and overseas companies.

The contracted payment of HK$163 million would be made in six instalments, on satisfactory completion of each stage as stipulated in the tender.
