From the Haynes Manual tha ZZR600 '95 is an E3 model and:
D model 8mm std to 17 mm
E1-E2 model 15mm std to 24 mm
E3-on model 10mmstd to 19 mm
Even if your bike is 1995 could be models 94 (E2) sold in 1995..... is necessary to control the chassis number.
