Subject: hesitating@4000rpm 93 zzr-600

changed to 4-1 carbon fibre muffler.originals rusted.told it was leaning out.got carbs modified.now hesitating badly.no idea if jets were changed.took carbs off to clean and that super mod.top of carb round black plastic cap.rubber diaphram.needle set on bottom slot with 4 washers set on top.washers dont stay in place.replaced washers with circlip to achieve same spacing.still hesitating.clears up at 6000rpm.relevance of washers.standard jet sizes prim-secondary.please help dont want to become bonnet emblem .thanks.
