Corruption doesn't always have to be some under-the-table covert payoff, local government cronies skimming off the city's budget, or old time "Boss" politics getting kickbacks for selective contracts. It can be perfectly up front an legal, like the obscene way the city has gone about, in just a few short years, bloating the Bisbee police department with new cars, fortresses buildings to hide within, and too many personnel, in a town of 6,500 sucking on very good health care and retirement programs that rival Washington DC bureaucrats. Time to start acting like the small town we really are, with reasonable salaries for reasonable work and honest care for our town.
